Peter Kerslake says "It's a pity that we don't have details of the date of this image, but 18000 has clearly been in service on the Western Region as there is an empty Reporting Number frame, and it would be post-January 1951 as the roof mounted whistle has been removed, but before late-1956 as the locomotive is in its original black and silver livery."
