Looks like an inter-yard working rather than a branch freight.

Pictured here at Newton Abbot , with its distinctive station building visible , 4561 is heading eastwards on the " up " line , my old shedbook showing her to be shedded at Truro in Cornwall in 1956 but it was transferred to 83A in 1958 as shown in this photograph.
Rescued from Barry scrapyard by the West Somerset Railway Association in 1975 following its withdrawal in 1962 , this little engine was a true Westcountry one , having worked branch line services for three decades , and was an early arrival on the heritage West Somerset Railway following such rescue , the engine being restored to steam at that location in 1989
