The tender of 64701 is branded'District MPS Loco Sheds Sunderland'and we think the loco is restricted to loco sheds under the Sunderland District motive power superintendent. There were experiments in various locations with 'pre-steaming' to bring cold locos up to pressure quickly, and we remember reading somewhere about one loco allocated to this purpose that it was chosen because it had a large enough boiler, but mechanically was a scrapper. It would limp around the shed to go where required, or in extremity be dragged by another loco, but that was it as far as movement was concerned.
