4086 1920s where?

GWR Castle 4-6-0 No 4086 Builth Castle came as at Newton Abbot shed in the mid 1920s but I am sure it is incorrect - with a church spire in the background and rising ground where could it be?

Peter Kerslake says "Not an easy location to identify but 4086 is clearly new in this view and from emerging from Swindon in June of 1925 it was housed at Plymouth's Laira depot if that helps at all, and I think this may just possibly be a view at Laira depot with the main line signals in the background.
During the late 1940's 'Builth Castle' spent time at Worcester but later went back to Laira in the 1950's, later heading to Swindon and Reading, then Cardiff Canton before heading back to Reading from where it was condemned in April of 1962."
