Robert Waterman says "This is in platform 1 at Exeter St. Davids which was the main GW platform for the Plymouth direction (and which had no access from Exeter Central). 34079 is coupled to the rear of this train which suggests that this is a GW train diverted via the SR route to Plymouth. The two men by the first coach look like they're pulling the 'strings' to destroy the 25" brake vacuum created by the GW loco at the opposite end as the 21" the SR loco operated at wouldn't release them fully causing the brakes to drag badly."
