David J. Hayes says "Most likely an Albion GOD (Gulf Oil Depot)-bound service from the then recently opened refinery at Waterston. The October 1968 WTT shows 4M20 running as the 10:00 SSuX Waterston to Albion (arr. 19:13), which was booked via the Welsh Marches line and entered the Black Country region at Wolverhampton. The Albion GOD was connected to the Wolverhampton High Level to Birmingham New Street "Stour Valley" main line and situated between Dudley Port High Level and Oldbury (formerly Oldbury & Bromford Lane), the latter now called Sandwell & Dudley."
