There is a mix of GWR and LMS coaches in the train and the full brake to the right appears to be in all brown livery so I thought this was post war but the index says this is GWR Castle No 5015 Kingswear Castle arriving at Bristol Temple Meads with a West to North express in 1939.

Keith Ettle corrects me "The PBV on the right - stood in the Fish Dock - looks like a K22. PBV's started to be painted overall brown in the mid 30's so 1939 seems correct, esp looking at the overall scene. To note is the long arm to the water crane to provide sufficient reach".
