I would think this to be Cowlairs works which overhauled ex LNER engines rather than St Rollox which overhauled ex LMS engines at the time this photo was taken. Incidentally this loco was the waverley carriage pilot, hence the full lining applied to it. It was usually kept in immaculate condition for this work and had regular drivers
