Train Reoprting number is 449 and 1-30 has been chalked on smokebox door - the departure time from Waterloo? SR Rebuilt MN 4-6-2 No 35021 New Zealand Line in c1963.

Robert Waterman explains the process "449 is the train reporting number (normally only carried on summer Saturdays) - in this case the 1.30pm Waterloo - Weymouth/Bournemouth West. These were attached to the loco by the loco foreman from his office at the end of Waterloo platform 11 - the departure they referred was usually chalked on the board as depicted here. The loco duty number was pasted onto one of the loco headcode discs and applied to any train that particular loco duty was scheduled to haul that day (although not displayed in this instance - however the 1.30pm was a Bournemouth loco duty at this time and 35021 was a Bournemouth loco) "
