David J Hayes adds " The loco has charge of a raft of POA "Black Adders", which were used on scrap metal flows to Allied Steel & Wire in Cardiff. The train is a Metals sector working and is loaded, so would be destined for Tidal Yard. It seems my guess at the location being Stoke Gifford was pretty much spot-on, as I have had it more-or less confirmed that the picture appears to have been taken from the carpark of Bristol Parkway station. As for the train, it could well be a Swindon-Cardiff Tidal scrap metal service, which would date the image to around circa 1993 "
