What's that pipe from the cab roof to the front of the footplate for?

An old friend of Tony Roberts at Redcar believes that something like a boiler wash or de-greasing is to be carried out. The hose does not appear to be 'armoured' with metal around the pipe so it is unlikely to be high pressure steam, but a de-grease is one possibility.
