The 4 wheeler is Metropolitan W180 and the pannier looks brand new. This can only be the BPGV!
The part of the building on the far right is the Neptune Hotel - the only remaining feature in this picture. The train - almost certainly the 1.35pm departure to Cwm Mawr, stands at the platform of the former BPGV station at Burry Port. The mainline station still remains but is separate and obscured by the train.
