I thought this might be an example of the Master Neverers Association (MNA) cleaning a loco, but not on this occasion. Richard Greaves tells me that there was a group of local enthusiasts which, with the Foreman's permission, carried out basic cleaning of Bolton engines in the final months of steam just to keep them looking tidy. Image that being allowed today in our zealous H&S culture!
Even though he is wearing overalls it is not a fitter - those are not BR boots!
