Thanks to Philip Elwell who identifies this as Sheffield Victoria; No 3 box in the background Ray Parkin adds Walkway behind railings was the access route from the passenger lift from 'The Wicker' to the ticket hall and main entrance. The Wicker was, and still is, one of the main routes into Sheffield city centre, there was a manned passenger lift, (1d old money, i.e. pre decimal), for access to the Victoria Station which saved passengers having to walk up the lengthy main station approach.
