Drummond D15 4-4-0 No E470 in the 1920s. Stated elsewhere as being Wimbledon, and the distant buildings certainly seem to fit and given the LBSCR C2X under the footbridge, it is certainly plausible. Note the Wm Cory wagon in the background.
